Health and Education Ministries Sign MoU to Support IMS, BHU

The Ministry of Health and Family Welfare signed an MoU with Banaras Hindu University (BHU) and the Ministry of Education to support the Institute of Medical Sciences (IMS) at BHU.

• They characterized DNA sequences within the Monkeypox virus (MPV) genome, which could be targeted for detection and treatment.
• The Science and Technology Ministry highlighted the significance of identifying unusual nucleic acid structures, including G-quadruplex sequences (GQs), which are not found in other pox viruses or the human genome.

• These unique GQs in the MPV genome make them valuable targets for developing diagnostic tools and potential antiviral treatments.
• The outbreak of Mpox has raised concerns due to its unanticipated spread and unclear transmission methods, making this research important for understanding the virus and its virology.

CAQM Urges Delhi-NCR States to Launch Special Drive for Impounding End of Life Vehicles

The Commission for Air Quality Management (CAQM) has urged all Delhi-NCR states to start a special drive for impounding End of Life Vehicles.

• CAQM held a review meeting to ensure the strict implementation of the Graded Response Action Plan (GRAP) in the NCR region.

  • Intensifying prevention of such activities.
• Revising inspection protocols for fire incidents in Punjab and Haryana (from 48 hours to 24 hours).

• Special attention must be given to hotspots in Delhi and checking entry points for non-permitted vehicles.
• The CAQM has directed that pending citizen complaints on apps and social media must be resolved in a time-bound manner.
• Daily reporting of actions under GRAP must be provided to the Commission.

Govt Directs EPFO to Ensure UAN Activation Through Aadhaar-Based OTP

The Government has directed the Employees’ Provident Fund Organisation (EPFO) to ensure the activation of the Universal Account Number (UAN) for employees through Aadhaar-based OTP.

• The Labour and Employment Ministry has instructed EPFO to collaborate with employers in a campaign mode to maximize the benefits of the Employment Linked Incentive Scheme announced in the Union Budget 2024-25.
• Stage 1: Employers must complete UAN activation through Aadhaar-based OTP for all employees joining in the current financial year by 30th November.
• Stage 2: Biometric authentication through face-recognition technology will be introduced for UAN activation.
• UAN activation will give employees seamless access to EPFO’s online services, such as managing Provident Fund accounts, submitting online claims, and tracking claims in real-time.

Over ₹54,000 Crore Allocated for Implementation of PMAY-G in 2023-24

On the 8th anniversary of Pradhan Mantri Awas Yojana-Gramin (PMAY-G), the Ministry of Rural Development announced that over ₹54,000 crore has been allocated this financial year to implement the scheme. PMAY-G aims to provide pucca houses with essential amenities to houseless households and those living in kutcha or dilapidated houses by March 2029. The scheme has been expanded to include an additional 2 crore houses, with a total outlay of over ₹3 lakh crore for the next five years.

• Originally targeting 2.95 crore houses by 2023-24, the scheme now aims to construct 2 crore more houses. To ensure broader inclusion, eligibility criteria have been relaxed, with the income threshold raised to ₹15,000 per month and exclusions reduced from 13 to 10.
• The scheme is being implemented in convergence with other programs like MGNREGA, SBM-G, Jal Jeevan Mission, and Surya Ghar to ensure access to basic services such as water, toilets, electricity, and solar energy. Special focus is being given to landless beneficiaries, with over 2.88 lakh houses and land provided over the past decade.

Defence Minister Rajnath Singh Holds Bilateral Meetings with Chinese, Malaysian, and Lao Counterparts in Laos

Defence Minister Rajnath Singh held crucial bilateral meetings with his counterparts from China, Malaysia, and Laos in Vientiane, on the sidelines of the 11th ASEAN Defence Ministers’ Meeting Plus (ADMM-Plus). Singh is on a three-day visit to Laos to attend the meeting and address regional and international security issues.

• During his meeting with Chinese Defence Minister Admiral Dong Jun, Rajnath Singh emphasized the need for greater trust and confidence-building between the two sides, focusing on de-escalation along the India-China border. Both leaders agreed to work together on a roadmap to rebuild mutual trust and prevent any recurrence of border clashes like those in 2020.
• In his discussions with Malaysian Defence Minister Dato’ Seri Mohamed Khaled Bin Nordin, both sides committed to supporting each other’s efforts to promote regional security and stability, and looked forward to holding the Malaysia-India Defence Committee Meeting in early 2025. They also co-chair the ADMM Plus Expert Working Group on Counter Terrorism.
• During his meeting with Lao Defence Minister General Chansamone Chanyalath, Singh expressed India’s strong support for ASEAN’s unity and centrality in the Indo-Pacific region and reaffirmed India’s commitment to strengthen ties with Lao PDR and ASEAN. The revised MoU between India and Laos was also appreciated during the meeting.
• The ADMM-Plus platform includes ASEAN member states and eight dialogue partners, including India, the US, China, Russia, Japan, and South Korea, focusing on bolstering defence cooperation.

To strengthen India’s presence in the West Asian organic market, the Agricultural and Processed Food Products Export Development Authority (APEDA), under the Ministry of Commerce of India, showcased a significant Indian presence at the 22nd Middle East Organic & Natural Products Expo in Dubai. On 15th November 2024, the United Nations World Tourism Organization (UNWTO) announced the names of 55 villages that have been recognized as the Best Tourism Villages for 2024. ISRO Successfully Launches GSAT-20 Satellite on SpaceX’s Falcon 9 Rocket

Indian Space Research Organisation (ISRO) has successfully launched its most advanced communications satellite GSAT-20 on board SpaceX’s Falcon 9 rocket from Cape Canaveral, USA. The satellite was launched on the night of the event, marking a significant achievement for ISRO’s commercial arm, New Space India Limited (NSIL).

• ISRO Chairman S. Somanath confirmed that the launch was successful, with the satellite’s solar panels deployed and it being in healthy condition. The GSAT-20 will provide broadband services in remote areas and in-flight Internet for passenger aircraft, and it is expected to operate for 14 years. This launch marks the first time ISRO has used a SpaceX rocket for such a mission.
• Weighing 4,700 kg, the GSAT-20 is one of India’s heaviest communication satellites, which made it too heavy for ISRO’s own LVM-3 rocket, known as ‘Bahubali’, to carry. Hence, SpaceX was chosen for the launch. Until now, India had relied on Arianespace, a French provider, for heavy satellite launches. However, due to Arianespace’s lack of operational rockets, SpaceX was the only reliable option, with its Falcon-9 capable of launching payloads up to 8,300 kg to geostationary transfer orbit.

BDT Launches Compliance-Cum-Awareness Campaign for AY 2024-25

The Central Board of Direct Taxes (CBDT) has launched a Compliance-Cum-Awareness Campaign for Assessment Year (AY) 2024-25 to help taxpayers accurately complete Schedule Foreign Assets (FA) and report foreign income in their Income Tax Returns (ITR). Compliance with Schedule FA and Schedule FSI is mandatory under the Black Money Act, which requires full disclosure of foreign assets and income.

The campaign includes sending informational messages via SMS and email to taxpayers who may have foreign accounts or assets, or income from foreign sources, based on data from bilateral and multilateral agreements. This effort aims to guide taxpayers in completing these schedules, particularly for high-value foreign assets.

The initiative aligns with the government’s vision of Viksit Bharat and focuses on using technology to simplify compliance and reduce human interaction. The CBDT encourages taxpayers to visit the official Income Tax Department website for detailed guidance on completing Schedule FA.

SBI Projects India’s GDP Growth at 6.5% for Q2 FY25

According to the State Bank of India (SBI)‘s latest report, India’s Gross Domestic Product (GDP) is expected to grow by around 6.5% in the 2nd Quarter (Q2: July-September) of Financial Year 2024-25 (FY 25). This is 50 basis points (bps) lower than the Reserve Bank of India (RBI)‘s estimate of 7% for Q2FY25.

• Q3 and Q4 Projections: SBI estimates that India’s GDP growth in Q3 and Q4 of FY25 will be closer to 7%.
• Leading Indicators: The report monitored 50 leading indicators across sectors like consumption, demand, agriculture, industry, and services, showing a decline in Q2FY25 compared to previous quarters.
• The percentage of indicators showing acceleration dropped to 69% in Q2FY25, compared to 80% in Q2FY24 and 78% in Q1FY25.

World Pneumonia Day is observed annually on November 12 to raise awareness about pneumonia, a respiratory illness that primarily affects young children under the age of five and vulnerable elderly individuals.

• The first World Pneumonia Day was observed on November 12, 2009, initiated by the Global Coalition against Child Pneumonia, which includes UNICEF, WHO, and Save the Children.

 India’s Renewable Energy Sector Sees Robust Growth with 13.5% Increase in Capacity

India’s renewable energy sector has witnessed substantial growth from October 2023 to October 2024, marking a milestone in the country’s green energy transition. According to the Ministry of New and Renewable Energy (MNRE), India’s total renewable energy installed capacity increased by 13.5%, reaching 203.18 gigawatts (GW) in October 2024, compared to 178.98 GW in October 2023. This marks an addition of 24.2 GW in just one year, highlighting the country’s rapid strides in expanding its renewable energy infrastructure.

• India’s Green Energy Ambitions:
  This growth aligns with India’s ambitious renewable energy goals, which include achieving 500 GW of non-fossil fuel energy capacity by 2030 and net-zero emissions by 2070.
• Sector-wise Growth:
  The growth is driven largely by solar and wind energy capacities, with solar power contributing a major portion of the total renewable energy capacity.

FSSAI Sets New Guidelines for E-commerce Food Business Operators to Strengthen Food Safety Standards

The Food Safety and Standards Authority of India (FSSAI) has issued new guidelines for e-commerce food business operators (FBOs) to ensure better food safety and consumer protection. The new practices mandate a minimum shelf life of 30 percent or 45 days before the expiry date for food products at the time of delivery to consumers.

• Meeting to Reinforce Compliance:
  A meeting was convened in New Delhi with over 200 participants, including e-commerce FBOs, to reinforce compliance with food safety standards and regulations.
• Caution on Misleading Claims:
• FSSAI cautioned FBOs about making unsupported claims about food products online. The aim is to ensure that consumers receive accurate and truthful product information.
• License and Registration Requirement:
• FSSAI CEO, G. Kamala Vardhana Rao, reiterated that no FBO can operate on any e-commerce platform without a valid FSSAI license or registration.

Prime Minister Modi to Inaugurate Major Development Projects in Darbhanga, Bihar

Prime Minister Narendra Modi will visit Darbhanga, Bihar, on 13th November to inaugurate and lay the foundation for multiple development projects worth over 12,000 crore rupees. These projects include significant advancements in health infrastructure, transportation, and energy sectors.

• AIIMS Darbhanga: Foundation stone for a new AIIMS hospital worth 1260 crore rupees will be laid. The facility will feature a super-specialty hospital, medical and nursing colleges, an AYUSH block, and residential accommodations. This project is a long-awaited dream for the people of the Mithilanchal region and is expected to be completed in three years.
• National Highway and Railway Projects: PM Modi will inaugurate and lay the foundation for National Highway projects and railway projects totaling over 6800 crore rupees. These initiatives aim to improve connectivity and boost regional development.
• Pradhan Mantri Bhartiya Jan Aushadhi Kendras: Eighteen new centers will be inaugurated at various railway stations across India, ensuring affordable medicines and promoting the use of generic drugs.
• Petroleum and Natural Gas Initiatives: Foundation stones will also be laid for energy projects worth 4,020 crore rupees, including a City Gas Distribution project that will benefit over 1.5 million residents in several districts, including Darbhanga, Madhubani, Supaul, Sitamarhi, and Sheohar.

 2024 on Track to be Warmest Year on Record, Warns WMO

The year 2024 is set to become the warmest year on record, following an extended period of exceptionally high global mean temperatures, according to a report by the World Meteorological Organization (WMO). This alarming trend highlights the increasing risks to the ambitions of the Paris Agreement, which aims to limit global warming to well below two degrees above pre-industrial levels, with efforts to cap the increase to 1.5 degrees.

Key points from the report include:

• Global Temperature Surge: From January to September 2024, the global mean surface air temperature was 1.54°C above the pre-industrial average, driven in part by a warming El Niño event.
• Warming Decade: The decade from 2015-2024 is on track to become the warmest on record, with significant impacts including accelerating ice loss, sea-level rise, and ocean heating.
• Climate Extremes: WMO Secretary-General Celeste Saulo emphasized that every fraction of a degree of warming contributes to more frequent and severe climate extremes, increasing the risks and impacts of global warming.

PM Modi to Embark on Three-Nation Visit to Nigeria, Brazil, and Guyana

Prime Minister Narendra Modi will embark on a three-nation visit to Nigeria, Brazil, and Guyana from November 16th to 21st, strengthening India’s global diplomatic ties and strategic partnerships.

Key objective :

• Visit to Nigeria (16th-17th November): This will be the first visit by an Indian Prime Minister to Nigeria in 17 years. PM Modi will hold talks with President Bola Ahmed Tinubu to review and enhance the strategic partnership between the two countries, with a focus on economic, energy, and defense collaboration. India and Nigeria have strong ties, with over 200 Indian companies investing more than 27 billion dollars in Nigeria.
• G20 Summit in Brazil (18th-19th November): PM Modi will attend the G20 Summit in Rio De Janeiro, representing India as part of the G20 Troika alongside Brazil and South Africa. He will advocate for India’s positions on key global issues and continue building on the outcomes from the G20 New Delhi Summit and the Voice of the Global South Summits.
• State Visit to Guyana (19th-21st November): This will be the first visit by an Indian Prime Minister to Guyana since 1968. RBI Updates Capital and Governance Requirements for Central Counterparties (CCPs)

The Reserve Bank of India (RBI) has announced new guidelines regarding the capital requirements and governance frameworks for entities seeking authorization or recognition as Central Counterparties (CCPs). According to the updated rules:

• Minimum Net Worth Requirement: Any entity applying for CCP authorization or recognition must have a net worth of at least Rs 300 crore at the time of submitting its application.
• Updated Regulations: These changes revise the RBI’s previous regulations established in June 2019, aiming to strengthen the framework for CCPs in India.
• Applicability: The revised provisions apply to both domestic CCPs authorized by the RBI and foreign CCPs recognized under the Payment and Settlement Systems Act (PSS Act), 2007.

Central Counterparty (CCP): A CCP is a system provider that interposes itself between buyers and sellers in a financial market to facilitate the settlement of transactions. It assumes the role of the buyer to every seller and the seller to every buyer, ensuring the smooth execution and final settlement of trades.

IFC Invests USD 400 Million in Bajaj Finance to Boost Climate Finance Initiatives

RBI Cancels License of The Durga Co-operative Urban Bank Due to Inadequate Capital

The Reserve Bank of India (RBI) has canceled the license of The Durga Co-operative Urban Bank, based in Vijayawada, effective from the close of business on November 12, 2024, due to inadequate capital and earning prospects. As a result, the bank will cease its operations.

• License Cancellation: RBI has determined that The Durga Co-operative Urban Bank lacks the necessary capital and earning potential to continue operations.
• Deposit Insurance: Depositors will receive insurance claims up to Rs 5 lakh from the Deposit Insurance and Credit Guarantee Corporation (DICGC).
• Winding Up Process: The Commissioner for Cooperation and Registrar of Cooperative Societies, Andhra Pradesh, has been instructed to initiate the winding-up process of the bank and appoint a liquidator.
