India and Bosnia and Herzegovina conducted their 4th Foreign Office Consultations (FOC) in Sarajevo on 28 November 2024. The Indian delegation was led by Shri Arun Kumar Sahu, Additional Secretary for Central Europe in the Ministry of External Affairs, while the Bosnian side was led by Mr. Tarik Bukvic, Head of the Department for Asia and Africa, Ministry of Foreign Affairs of Bosnia and Herzegovina.

Cybercrime Surge in Top States: Govt’s 13-Pronged Strategy
The Ministry of Home Affairs (MHA) has highlighted the growing prevalence of cybercrime across India, with Telangana, Karnataka, and Maharashtra emerging as the top states registering the highest number of cybercrime cases between 2020 and 2022. Telangana led the pack with 30,596 cybercrime cases, followed by Karnataka with 31,433 and Maharashtra with 19,307 incidents.
Conviction Rates and Arrest Discrepancies
Despite the high number of cybercrime cases being registered, the conviction rates remain alarmingly low.
For example:Maharashtra recorded 5,912 cases between 2020 and 2023 but only 45 convictions. Telangana saw 19,900 cases, with 253 convictions. Karnataka had six cases but did not register any convictions. This shows a significant gap between the number of crimes registered and the outcomes of prosecutions.
Moreover, the number of arrests made also does not align with the number of cases:
Maharashtra arrested 1,204 individuals,
Telangana made 3,055 arrests,
Karnataka arrested only three people.
Government Initiatives to Combat Cybercrime: In response to the rising threat of cybercrime, the Central Government has implemented a 13-pronged strategy to improve the detection, investigation, and prosecution of cybercrimes. Key initiatives include:
Citizen Financial Cyber Fraud Reporting and Management System: Launched in 2021, this system allows immediate reporting of financial cyber frauds. It has successfully saved over Rs 3,431 crore across more than 9.94 lakh complaints.
Toll-Free Helpline (1930): A dedicated helpline for citizens to lodge online complaints related to cybercrimes, which helps streamline the reporting process.
CyTrain Portal: Under the Indian Cyber Crime Coordination Centre (I4C), the CyTrain portal offers Massive Open Online Courses (MOOCs) focused on cybercrime investigations, forensics, and prosecution. Over 98,698 police officers have been trained through this platform, and 75,591 certificates have been issued.
Capacity Building for Law Enforcement Agencies: To strengthen the capacity of law enforcement agencies, the government has developed the I4C (Indian Cyber Crime Coordination Centre), which plays a crucial role in training and empowering police officers with the necessary skills and knowledge to tackle cybercrimes effectively.

The Indian Coast Guard (ICG) organized the 11th edition of the National Maritime Search and Rescue Exercise and Workshop (SAREX-24) in Kochi, Kerala, from November 27-28, 2024. The primary aim of this exercise is to test the efficiency and readiness of various stakeholders in conducting Mass Rescue Operations during maritime emergencies.
SAREX-24 will focus on evaluating and improving search and rescue (SAR) capabilities by simulating real-world emergency situations at sea. Government of India to host 1st Asthalakshmi Mahotsav in New Delhi
As part of the central government’s vision to make the North Eastern region the development engine of the country, the government of India has decided to hold an Asthlakshmi Mahotsav in New Delhi from 6-8 December 2024. This was announced by the Union Minister for Development of North Eastern Region, Jyotiraditya Scindia, in New Delhi on 29 November 2024.
The Mahotsav will focus on the eight North-Eastern States of India. The eight state governments of North Eastern States will support and participate in the inaugural Asthalakshmi Mahotsav.
Mascot of the Asthlakshmi Mahotsav The Union Minister, Jyotiraditya Scindia, also released the mascot for the upcoming Asthlakshmi Mahotsav- Purvi.
The mascot is a girl, and she is wearing attire that represents the elements of the eight states of the North East.
About the Asthlakshmi Mahotsav
According to Jyotiraditya Scindia, the name Asthlakshmi is named after the eight avatars of Goddess Lakshmi, symbolising prosperity, wealth, knowledge, dharma, agriculture, and other features.

“Govt Plans to Increase India’s Nuclear Power Capacity to 22,480 MW by 2031-32”
The government announced plans to increase India’s nuclear power capacity to 22,480 Megawatts by 2031-32, up from the current installed capacity of 8,180 Megawatts.In a written reply in the Rajya Sabha, Dr. Jitendra Singh, Minister of State for PMO, mentioned that studies on India’s energy transition to Net Zero by 2070 have recommended the need for a national nuclear capacity of around 100 gigawatts by 2047. He added that the recommendations are under review for potential future adoption.
Currently, India’s nuclear capacity consists of 24 reactors, with one reactor (100 MW) under extended shutdown and three reactors (540 MW) undergoing upgrades. The remaining 20 reactors with a combined capacity of 7,540 Megawatts are actively operating.
“India’s Security Landscape Demands a Self-Reliant and Robust Defence Sector: CDS Gen Anil Chauhan”
Chief of Defence Staff (CDS) General Anil Chauhan, addressing the Defence Partnership Days in New Delhi, stressed the need for a self-reliant and indigenous defence sector to ensure long-term peace and security for India.

“Iron Ore Production Grows 4.1% to 158.4 MT in FY 2024-25: Mines Ministry”
Iron ore production in India has seen a growth of 4.1% from April to October in the financial year 2024-25, reaching a total of 158.4 million metric tonnes (MT), up from 152.1 MT during the same period last year, as reported by the Ministry of Mines.
In addition to iron ore, the production of manganese ore has also increased by 11.1%, rising to 2.0 million metric tonnes compared to the previous year.

National Milk Day is celebrated on 26 tn November to honor the 103rd birth anniversary of Dr. Verghese Kurien, known as the Father of the White Revolution in India. Gujarat, regarded as the cradle of India’s White Revolution, has seen significant growth in milk production over the years.
In the past 22 years, Gujarat’s milk production has increased by 119.63 lakh metric tons, with an average annual growth rate of 10.23%, surpassing the national growth rate. The state contributes 7.49% to India’s total milk production.
The rise in per capita milk availability in Gujarat over the last two decades has been remarkable. The Amul Federation, which started with 6 member unions and a turnover of Rs. 49 crore, now has 18 member unions and collects over 3 crore liters of milk daily. Amul products are sold across India and in 50 countries. The Amul model has created a self-reliant dairy system, benefiting livestock farmers and contributing to socio-economic development.

CCEA Approves ₹1,939 Crore Investment for Heo Hydro Electric Project in Arunachal Pradesh
The Cabinet Committee on Economic Affairs (CCEA) has approved an investment of ₹1,939 crore for the construction of the Heo Hydro Electric Project (HEP) in Shi Yomi District, Arunachal Pradesh. The project is expected to be completed within 50 months.
Information and Broadcasting Minister Ashwini Vaishnaw briefed the media, stating that the project will have an installed capacity of 240 MW and is expected to generate 1,000 Million Units (MU) of energy annually. This power will significantly improve the power supply in Arunachal Pradesh and contribute to the balancing of the national grid.

Centre Approves PAN 2.0 Project of Income Tax Department to Make it a Common Business Identifier
The Cabinet Committee on Economic Affairs (CCEA) has approved the PAN 2.0 Project by the Income Tax Department with an investment of ₹1,435 crore. This initiative aims to upgrade the existing Permanent Account Number (PAN) system, transforming it into a more comprehensive and unified business identifier.
Information and Broadcasting Minister Ashwini Vaishnaw outlined that under the PAN 2.0 Project, the existing PAN system will be completely upgraded, with the creation of a unified portal for improved services. The project will include robust cyber security measures to ensure the safety and privacy of users.
PAN 2.0 is an e-Governance project designed to re-engineer taxpayer registration services. It will transform PAN/TAN services through technology-driven enhancements, providing a more digital experience for taxpayers. This upgrade will consolidate both core and non-core PAN/TAN activities, along with improved PAN validation services.
Union Cabinet Approves National Mission on Natural Farming and One Nation One Subscription Scheme
The Union Cabinet has approved the launch of the National Mission on Natural Farming (NMNF) with a total financial outlay of ₹2,481 crore. This mission aims to revive chemical-free, sustainable farming and will benefit one crore farmers. The goal is to promote nature-based farming systems, reduce reliance on externally purchased inputs, and improve soil health while reducing input costs. The mission will be implemented in 15,000 clusters across Gram Panchayats, providing farmers with simple certification and common branding for their natural produce.
Additionally, the Cabinet approved the One Nation One Subscription scheme, a Central Sector Scheme to provide nationwide access to scholarly research articles and journal publications. The scheme, with an allocation of ₹6,000 crore for 2025-2027, will initially cover higher educational institutions and research and development institutions under the Central or State government. A unified portal will be created for easy access, and the usage of the scheme will be periodically reviewed.

UN Seeks Increased Funding for Sudan’s 2025 Humanitarian Response Plan
The United Nations’ top humanitarian official, Tom Fletcher, pledged greater efforts to secure funding for Sudan’s 2025 Humanitarian Response Plan during his visit to Sudan. In a meeting with the head of Sudan’s Humanitarian Aid Commission, Mona Nourel Daim, Fletcher emphasized the importance of collaboration to address the country’s worsening humanitarian crisis.
Fletcher, on his first mission as the UN Under-Secretary-General for Humanitarian Affairs, stated that his visit was an opportunity to assess the situation on the ground. Nation Celebrates Constitution Day, Marking 75 Years of Adoption
India is observing Constitution Day today, marking the 75th anniversary of the adoption of the Constitution of India by the Constituent Assembly on 26th November 1949. The year-long celebrations will continue until 26th November 2025.
A grand event will be held at the Central Hall of Samvidhan Sadan in Delhi, where President Droupadi Murmu will address both Houses of Parliament, alongside Vice-President Jagdeep Dhankhar, Prime Minister Narendra Modi, and Lok Sabha Speaker Om Birla. The event will also be attended by Union Ministers, Members of Parliament, and other dignitaries.

National Consumer Helpline Partners with Over 1,000 Companies to Expedite Grievance Resolution
The National Consumer Helpline has successfully partnered with over 1,000 companies as part of its Convergence Programme to speed up the resolution of consumer grievances. These companies cover a wide range of sectors, including e-commerce, private education, FMCG, consumer durables, electronics, retail, automobiles, and banking.
According to the Consumer Affairs Ministry, complaints related to these convergence companies will now be directly transferred to them for online resolution. The Ministry also highlighted that the number of convergence partners has significantly increased from 263 companies in 2017 to 1,009 companies. This growth is seen as a key factor in improving the efficiency of the helpline, enabling quick and effective grievance redressal, and fostering transparency and accountability.

NSO Releases 24th Periodic Labour Force Survey: Unemployment Rate Declines in Urban Areas
The National Statistical Office (NSO), under the Ministry of Statistics and Programme Implementation (MoSPI), released the 24th Periodic Labour Force Survey (PLFS) Quarterly Bulletin for July to September 2024. Key findings include:
The Unemployment Rate (UR) in urban areas for persons aged 15 years and above decreased by 20 basis points (bps), from 6.6% in Q1 FY25 to 6.4% in Q2 FY25. This marks the lowest unemployment rate since the inception of the PLFS in April-June 2018.
The unemployment rate among females in urban areas saw a slight decline, from 8.6% in Q2 FY24 to 8.4% in Q2 FY25, although it remains above 8% for the 5th consecutive quarter. Meanwhile, the unemployment rate among males decreased from 6% in Q2 FY24 to 5.7% in Q2 FY25.
The Labour Force Participation Rate (LFPR) in CWS (Current Weekly Status) in urban areas reached a record-high of 50.4% in Q2 FY25, compared to 49.3% in Q2 FY24, indicating a positive trend in workforce participation.

RBI Highlights Rapid Progress in Internationalisation of UPI, India Leading Digital Transformation
The Reserve Bank of India (RBI) has stated that the internationalisation of UPI (Unified Payments Interface) is progressing rapidly as India emerges as a global leader in using digital technologies for transformative change.
In October, UPI reached a significant milestone of 16.6 billion transactions in just one month, with 86% successful instant debit reversals. According to RBI Deputy Governor Michael Debabrata Patra, UPI is a seamless, open-ended system that integrates multiple bank accounts into a single mobile application, facilitating both peer-to-peer and person-to-merchant transactions.
Key innovations in India’s digital credit landscape, including Account Aggregators, OCEN, and financial services on ONDC, have contributed to enhanced productivity. Around 40% of India’s rural population and 78% of those aged 20-30 years are internet users. Additionally, approximately one-third of households make online purchases for consumables, while one-fourth buy consumer durables and nearly one-tenth purchase food items online.

RBI Doubles UPI 123Pay Limit to ₹10,000 for Feature Phones to Boost Financial Inclusion
The Reserve Bank of India (RBI) has raised the transaction limit for UPI 123Pay from ₹5,000 to ₹10,000, a move aimed at enhancing the accessibility of digital payments for India’s 400 million feature phone users. Launched in March 2022, UPI 123Pay allows internet-free transactions through IVR, missed calls, and sound-based payments, enabling secure digital payments on basic feature phones.
Additionally, the UPI Lite wallet limit has been increased from ₹2,000 to ₹5,000, facilitating small-value transactions. These initiatives aim to deepen financial inclusion and increase the adoption of digital payments, especially among underserved populations.
