RBI’s Strategic Measures to Boost Liquidity in the Banking System

The Reserve Bank of India (RBI) has introduced a series of liquidity-boosting measures to stabilize the financial system, ensuring smooth money market operations and mitigating liquidity constraints. These measures include:

    1. $5 Billion USD/INR Forex Swap Auction
    2. Open Market Operations (OMOs) Worth ₹60,000 Crore
    3. Variable Rate Repo (VRR) Auction Worth ₹50,000 Crore

    1. RBI’s $5 Billion Forex Swap Auction (January 31, 2025)

    • The USD/INR buy/sell swap auction, conducted on January 31, 2025, was aimed at infusing liquidity into the banking system.
    • Why was it needed?
      • The falling rupee and dollar shortages had tightened liquidity.
      • The auction allowed banks to access more rupees, supporting their liquidity needs.
    • Outcome of the Auction:
      • The auction saw huge demand, receiving bids worth $25.59 billion (oversubscribed five times by 253 participants).
      • The RBI sold $5 billion in exchange for rupees, thereby absorbing excess rupee liquidity from the system.
      • The six-month maturity of the swap ensures that banks can manage their forex needs efficiently.
    • Impact on Financial Stability:
      • This step will provide short-term relief to the banking system by easing liquidity shortages.
      • It will help control volatility in the forex market and maintain the stability of the rupee.

    2. Open Market Operations (OMOs) – ₹60,000 Crore in Three Phases

    • OMOs involve the RBI buying or selling government securities to regulate the money supply.
    • To further ease liquidity constraints, the RBI announced OMOs worth ₹60,000 crore in three parts:
      • January 30, 2025 – ₹20,000 crore
      • February 13, 2025 – ₹20,000 crore
      • February 20, 2025 – ₹20,000 crore
    • Why OMOs?
      • By buying government securities, the RBI injects liquidity into the economy.
      • This helps in reducing interest rate fluctuations and ensures credit availability for businesses.
    • Expected Benefits:
      • Increase money supply to support economic activity.
      • Ease liquidity stress in financial markets.
      • Support stable interest rates, ensuring lower borrowing costs for businesses and consumers.

    3. Variable Rate Repo (VRR) Auction – ₹50,000 Crore (February 7, 2025)

    • The 56-day VRR auction will take place on February 7, 2025, aimed at providing short-term liquidity to banks.
    • Why is VRR Important?
      • The money market has faced temporary cash shortages, impacting lending and borrowing.
      • Through Variable Rate Repo, banks can borrow funds from the RBI at market-determined rates.
    • Impact of VRR on the Banking System:
      • Ensures that banks have enough liquidity to operate smoothly.
      • Helps stabilize short-term borrowing and lending rates.
      • Supports credit flow to businesses and individuals.

The findings were presented by Union Finance Minister Nirmala Sitharaman on January 31, 2025, during the tabling of the survey in Parliament. The surge in FLFPR has been attributed to government schemes, women’s entrepreneurship initiatives, and better inclusion of women in economic activities.

    3. Government Initiatives:
      • Skilling programs and better access to credit for rural women contributed to economic participation.
      • Women’s entrepreneurship focus led to 73,151 start-ups with at least one woman director by October 2024.
    4. Challenges for Rural Women Entrepreneurs:
      • Barriers include limited business skills, market access, technology gaps, and lack of mentorship.

Title: Power and prestige: On the Delhi Assembly elections 2025

Delhi is not much more than a Union Territory with limited powers for its legislature and government. The division of powers between the Lieutenant Governor and the provincial government has been a matter of perennial debate, and has curtailed the role of the latter. Yet, the Delhi Assembly elections are no less prestigious than that of any other State. Hosting the capital city and a humongous population that has burgeoned significantly, as the National Capital Region remains a magnet for employment, commerce and livelihoods, Delhi is a melting pot. Increasingly, class and welfare issues have become salient in Delhi’s elections even as identity issues have become less determinant of political fortunes. Delhi has urbanised dramatically, with some of India’s highest net worth families in posh neighbourhoods, living cheek by jowl alongside slums housing the working class and the urban poor. There is a large middle class no longer just employed in the massive government apparatus in the capital city. The metropolis is also host to small businesses, factories and services employing the many migrants from the hinterlands of north India. Civic concerns abound in each of these segments, making the Delhi elections unique. The three main political parties, AAP, the BJP and the Congress, must address these concerns in their campaigns and cannot focus on just identity and patronage politics.

As Delhi gets to vote today, it will be known whether the pattern of voting in recent election cycles, for the BJP at the Centre and favouring AAP in the Assembly will remain. AAP has managed to successfully get the support of a coalition of middle and lower class voters through its welfarist measures and by fostering an image of being a crusader for clean governance, helping it rule the roost in the past two elections. This time, however, its anti-corruption plank and image have taken a beating after its key leaders, Arvind Kejriwal and Manish Sisodia, were arrested for their roles in the liquor policy case. “Stand-in” Chief Minister Atishi has sought to reorient the party’s image even as it has doubled down on its welfarist message with a slew of sops targeting its core support base. The BJP has had to focus on emphasising its own welfarism in response while the Congress has tried hard to regain its lost base. Yet, the campaigns have been full of vituperation and mudslinging with little by way of a clear position on how to tackle the core issues — the air pollution in particular. As the dust clears, the electorate will have to choose candidates who are able to rise above narrow mindedness and cater to the aspirations of residents of what could well be India’s most populous city today.

India with 89 Sites has the largest number of Ramsar sites in Asia

India has recently added four new wetlands to the Ramsar Wetland Sites list, bringing the total number of Ramsar sites in the country to 89. This makes India the third-largest country in the world in terms of Ramsar sites, after the United Kingdom (175) and Mexico (142). India leads Asia in the number of Ramsar sites, ahead of China (82 sites). Tamil Nadu has the highest number of Ramsar sites in India, with 20 sites.

    The four new sites are:

    4. Udhwa Lake (Jharkhand): A large lake connected to the Ganga River, home to 83 bird species, including endangered and near-threatened species.

Wetlands are crucial ecosystems that provide flood mitigation, groundwater recharge, improve water quality, and serve as carbon sinks. The Ramsar Convention, established in 1971, aims to protect these vital areas globally. India ratified the convention in 1982 and has progressively added wetlands to the Ramsar list, starting with Keoladeo National Park and Chilika Lake in 1981.

The largest Ramsar site in India is the Sunderbans, while the smallest is Renuka in Himachal Pradesh.

Niger Achieves Historic Milestone: First African Nation to Eliminate Onchocerciasis

On January 30, 2025, the World Health Organization (WHO) announced that Niger has become the first country in the African region to officially eliminate onchocerciasis, also known as river blindness, as a public health threat. This remarkable achievement places Niger alongside just four other countries globally—Colombia, Ecuador, Guatemala, and Mexico—that have successfully halted the transmission of the parasitic disease. It marks a significant moment in public health, especially for sub-Saharan Africa, where onchocerciasis has long been a major concern. According to WHO, Niger’s success reflects the progress made in controlling and eliminating neglected tropical diseases.

    Global Context:

    • Niger joins only four other countries globallyColombia, Ecuador, Guatemala, and Mexico—that have successfully halted the transmission of onchocerciasis.

    What is Onchocerciasis (River Blindness)?

    • Cause: A parasitic worm transmitted by the bite of infected blackflies.
    • Symptoms: Can cause severe itching, skin rashes, and, in severe cases, blindness.
    • Impact: It is the second-leading infectious cause of blindness globally and affects millions in sub-Saharan Africa, especially rural communities near fast-flowing rivers where blackflies breed.

    How Niger Achieved the Milestone:

    • Start of Effort: Niger joined the WHO’s Onchocerciasis Control Programme (OCP) in 1976.
    • Initial Strategy: Focused on controlling blackfly populations through aerial insecticide spraying.
    • Ivermectin: Distribution of Ivermectin (donated by Merck & Co.) to reduce the parasitic burden.
    • Shift in Strategy (1995): African Programme for Onchocerciasis Control (APOC) introduced community-directed treatment with Ivermectin, involving local communities in the distribution process.
    • Progress: By 2014, the prevalence dropped dramatically from 60% to just 0.02%.

Significance for Public Health in Africa:

    • Beacon of Hope: Niger’s success is a powerful example for other African nations dealing with neglected tropical diseases.
    • Global Recognition: WHO’s acknowledgment of Niger’s achievement underscores the importance of sustained, long-term public health efforts.
    • Inspiration for Other Countries: Niger’s victory serves as an inspiring model for other countries in Africa to replicate, showing that elimination of onchocerciasis is possible with the right strategies, international cooperation, and community involvement.

What This Means for the Future:

    • Public Health Victory: This milestone reinforces that concerted efforts can make a significant difference in combating neglected tropical diseases.
    • Catalyst for Change: Niger’s example could catalyze further public health campaigns across Africa and other regions facing similar challenges.
