The World chess championship, which resumes in Singapore on Friday after a break, promises plenty of excitement and the possibility of a historic feat. The match between Ding Liren, the defending champion from China, and D. Gukesh, the 18-year-old challenger from Chennai, is tied 1.5-1.5 after three games. It is played over 14 games and the player who scores 7.5 points will become the champion. If Gukesh wins, he will become the youngest World champion in history, which dates back to 1886 when Wilhelm Steinitz won the title after beating Johannes Zukertort. The current record belongs to Garry Kasparov, who was 22 when he emerged as the World champion in 1985 after conquering fellow-Soviet Anatoly Karpov in an epic battle that lasted over a year. Gukesh had begun the World championship as the overwhelming favourite: he had been in sparkling form going into the match while Ding had to battle not just poor form but, according to his own admission, mental issues as well. Some of the world’s top Grandmasters had even predicted that Gukesh would win rather easily. But, sport has a habit of proving predictions wrong, and Gukesh’s campaign got off to a disastrous start, as he was outplayed in the first game. Ding’s win was his first in classical chess in 304 days.
He played solidly to draw the second game, but in the third, Gukesh showed why he is rated so highly by many. He played exceptional chess to post what was his first ever win in classical chess in six meetings with Ding. The chess witnessed thus far has been fascinating and there is much to look forward to in the remaining 11 games (and the tie-breaks, if required). The match has generated huge interest, not just because of Gukesh’s potential to break Kasparov’s record. This is the first ever World championship between two Asians. The first Asian to win the World title was Viswanathan Anand, who is now a mentor to Gukesh and to other exciting young talents of Indian chess. It is also a battle between India and China, the world’s two most populous nations, neighbours and the continent’s superpowers. India is ranked second in world chess and China third, while among women, China is ranked first and India second. But a couple of months ago, India won the gold at the Chess Olympiad in Budapest in both the sections. Gukesh had played a key role at the Olympiad, and now he has another opportunity to underline India’s supremacy in the mind game that is rapidly growing in popularity, especially in India.

In a speech on the occasion of National Press Day last week, Union Minister Ashwini Vaishnaw called attention to the issue of fair compensation to media companies for the use of their content by big technology platforms. The Internet’s rapid growth has created a power imbalance between news publishers and large online enterprises which now set the financial terms for their use of content created by others. Many countries are grappling with this issue, and new regulations are taking shape. In Australia and France, Google and Meta are increasingly required to negotiate fairer revenue-sharing agreements and licensing deals with publishers. A similar push in India will be an essential step to ensure the continued vibrancy and financial sustainability of news organisations, which are under threat in their traditional and online formats. The government’s affirmation of support for fair revenue sharing in favour of news publishers — first expressed last year — is more important than ever. As Artificial Intelligence makes stealthy, large-scale appropriation of content easier and when new business models are built on that technological capacity, fair compensation for original creators is an urgent question. The time has come to rapidly act to give force to these pronouncements through law. The pushback that these steps will likely face from Big Tech platforms make it that much more important to start the work quickly, and with resolve.
The Minister has also expressed concern on the issue of misinformation and fake news. It is important for the government to establish trust as a good faith broker and avoid the temptation to act as a regulator or censor of content. Trust comes, for instance, by taking steps to improve the public’s media literacy in general. The government’s desire, now stalled by the judiciary — to act as a fact-checker — in fact, to be the final authority over what is or is not true about the Union government, is not helpful. Trust is established by empowering a strong press to pursue and verify falsehoods vigorously; and not by state regulation and censorship. The partisan application of existing rules by authorities that go after the Opposition parties on charges of misinformation while turning a blind eye towards violations by the ruling party must also stop. Only an even-handed application of laws against misinformation will act as a deterrent for bad actors. India’s news industry has always suffered from fundamental financial and political challenges. The Internet age offers the opportunity to work on remedies. The firms that control the Internet must be more effectively regulated, and government interventions, which are necessary, must not result in state high-handedness.

The Supreme Court of India has done well to rebuff an attempt to question the characterisation of the country as ‘secular’ and ‘socialist’ in the amended Preamble to the Constitution. Sections of the right wing have been uneasy for long about the identification of secularism as one of the attributes of India. This opposition has acquired traction among those who see the combination of the state not favouring or opposing any religion and the constitutional protection for minorities as something that renders the polity “pseudo-secular”. The original assumption of the makers of the Constitution was that the Constitution — with its emphasis on equality before law and equal treatment of all sections, besides the incorporation of the right to profess, practise and propagate any religion and freedom of belief and conscience in the fundamental rights chapter — is inherently secular. In terms of economic policy, Dr. B.R. Ambedkar opposed amendments to include the word ‘socialist’ by arguing that the Constituent Assembly should not tie down future generations to any particular form of economy. Therefore, the words did not form part of the Preamble adopted along with the Constitution in 1949, but were controversially added through the 42nd Amendment enacted during the Emergency. However, that may not be reason enough for the courts to strike down their inclusion based on writ petitions filed in 2020, about 44 years after the amendment.
The Court, in S.R. Bommai (1994), ruled that secularism is a basic feature of the Constitution. In another case, it said: “Secularism essentially represents the nation’s commitment to treat persons of all faiths equally and without discrimination.” Regarding the term ‘socialist’, it is clear that its presence in the Preamble has not been an impediment to adoption of laws or policies and practices that open up sectors of the economy to open market competition. As the Bench of Chief Justice of India Sanjiv Khanna and Justice Sanjay Kumar has pointed out, India has developed its own interpretation of secularism, “wherein the State neither supports any religion nor penalises the profession and practice of any faith”. Similarly, the term ‘socialism’ embodies “the principle of economic and social justice, wherein the State ensures that no citizen is disadvantaged due to economic or social circumstances”. The Court has not countenanced the argument that the inclusion of these words came during the Emergency, when Parliament’s term was extended, noting that this aspect was debated in Parliament in 1978 when the 44th Amendment Act was considered. As the Constitution completes 75 years of existence, the verdict upholding the inclusion of the terms ‘secular’ and ‘socialist’ amounts to a timely reiteration of these fundamental attributes.

After two extra nights of extended negotiations in Baku, countries finally gave up on bridging their differences and settled on a “roadmap” that has left nearly all developing countries frustrated, developed nations relieved and the planet, still on a perilous path. Officially, the CoP Presidency may claim progress. The text, which was passed early in the morning, included a commitment to triple public finance for developing countries, raising the goal from $100 billion annually to $300 billion by 2035. In addition, countries pledged to work to scale finance from public and private sources to $1.3 trillion per year by 2035. In the world of international negotiations, it is common for countries to bring maximalist demands — asking for the most optimistic outcomes — only to settle for these being scaled back. However, in this case, the gap between what was demanded and agreed upon is striking: the $300 billion figure represents just 20% of the original demand. While $300 billion a year is no small sum, other meaningful concessions would have made its impact far greater. For example, if the funds were predominantly public finance, facilitating the affordable transfer of technology from developed to developing countries, or supporting investments in infrastructure that could help vulnerable populations in the Global South adapt to climate change. Unfortunately, none was included.
Despite decades of scientific progress in developed countries that have rigorously outlined the threat posed by rising carbon emissions, these nations have repeatedly backtracked on their responsibility to support meaningful climate solutions. Moreover, many have failed to discourage developing countries from pursuing fossil-fuel-based development. This shift is likely a reflection of broader geopolitical changes — such as the decline of the globalised world order — and a reduction in public support and political will in the West. As a result, climate action has increasingly been framed within the logic of market competition rather than global solidarity. The recent CoP talks revealed that climate negotiations are now entangled with trade conflicts. In this year’s talks, wordplay and political posturing often took precedence over meaningful action. It is possible that next year, there will be a repeat of the drama surrounding the U.S. withdrawal from the Paris Agreement, especially with the impending return of a Trump presidency. Next year’s CoP, in Brazil, will be a symbolic return to the country that hosted the 1992 Earth Summit, where the world first recognised that action, not just talk, was needed to tackle global challenges. As the climate crisis grows more urgent, it is time for the world to revisit that commitment and move beyond empty promises to real, transformative action.

Voyage Sri Lanka 2024 Conference Focuses on Blue Economy Potential
The Voyage Sri Lanka 2024 conference on the blue economy was held in Colombo. Speaking at the event, Dr. Naresh Bana, Vice Chairman of the India Sri Lanka Chamber of Commerce and Industry, highlighted the significance of the Neighbourhood First Policy and the increasing trade and commerce between India and Sri Lanka.
He emphasized that India has been assisting Sri Lanka in various sectors, including energy, ports, and railways, as well as supporting capacity building through the International Solar Alliance. Dr. Bana also mentioned that India has contributed to the development of wind energy in Sri Lanka, with a focus on building 500 MW of wind energy capacity.
The event was organized by the Sri Lanka Export Development Board and brought together key stakeholders and experts from the blue economy sector. The blue economy contributes 4% to India’s GDP and accounts for 95% of international trade by volume. During India’s G20 presidency, there was a strong focus on the need to develop a sustainable and resilient blue economy to ensure long-term growth and sustainability in the region.

J&K Govt Launches Online RTI Portal Developed by NIC
The Jammu and Kashmir Government has announced the launch of an online Right to Information (RTI) portal, developed by the National Informatics Centre (NIC). The new platform, accessible at rtionline.jk.gov.in, aims to streamline the RTI process across the Union Territory.
The portal will allow citizens to electronically submit RTI requests, track their applications, and receive responses online, eliminating the need for physical visits to government offices. This initiative is part of the government’s efforts enhance transparency and accountability in governance. The portal is expected to be fully operational by December 10, 2024.
To ensure smooth implementation, nodal officers have been appointed at various administrative levels, including department, district, and directorate levels. These officers will oversee the onboarding of Central Public Information Officers (CPIOs) and First Appellate Authorities (FAAs) onto the portal by November 29, 2024.

National Milk Day is celebrated on 26 tn November to honor the 103rd birth anniversary of Dr. Verghese Kurien, known as the Father of the White Revolution in India. Gujarat, regarded as the cradle of India’s White Revolution, has seen significant growth in milk production over the years.
In the past 22 years, Gujarat’s milk production has increased by 119.63 lakh metric tons, with an average annual growth rate of 10.23%, surpassing the national growth rate. The state contributes 7.49% to India’s total milk production.
The rise in per capita milk availability in Gujarat over the last two decades has been remarkable. The Amul Federation, which started with 6 member unions and a turnover of Rs. 49 crore, now has 18 member unions and collects over 3 crore liters of milk daily. Amul products are sold across India and in 50 countries. The Amul model has created a self-reliant dairy system, benefiting livestock farmers and contributing to socio-economic development.

CCEA Approves ₹1,939 Crore Investment for Heo Hydro Electric Project in Arunachal Pradesh
The Cabinet Committee on Economic Affairs (CCEA) has approved an investment of ₹1,939 crore for the construction of the Heo Hydro Electric Project (HEP) in Shi Yomi District, Arunachal Pradesh. The project is expected to be completed within 50 months.
Information and Broadcasting Minister Ashwini Vaishnaw briefed the media, stating that the project will have an installed capacity of 240 MW and is expected to generate 1,000 Million Units (MU) of energy annually. This power will significantly improve the power supply in Arunachal Pradesh and contribute to the balancing of the national grid.
The project will be implemented through a Joint Venture Company between the North Eastern Electric Power Corporation Ltd (NEEPCO) and the Government of Arunachal Pradesh, marking a key step in strengthening the region’s energy infrastructure.

Centre Approves PAN 2.0 Project of Income Tax Department to Make it a Common Business Identifier
The Cabinet Committee on Economic Affairs (CCEA) has approved the PAN 2.0 Project by the Income Tax Department with an investment of ₹1,435 crore. This initiative aims to upgrade the existing Permanent Account Number (PAN) system, transforming it into a more comprehensive and unified business identifier.
Information and Broadcasting Minister Ashwini Vaishnaw outlined that under the PAN 2.0 Project, the existing PAN system will be completely upgraded, with the creation of a unified portal for improved services. The project will include robust cyber security measures to ensure the safety and privacy of users.
PAN 2.0 is an e-Governance project designed to re-engineer taxpayer registration services. It will transform PAN/TAN services through technology-driven enhancements, providing a more digital experience for taxpayers. This upgrade will consolidate both core and non-core PAN/TAN activities, along with improved PAN validation services.
Union Cabinet Approves National Mission on Natural Farming and One Nation One Subscription Scheme
The Union Cabinet has approved the launch of the National Mission on Natural Farming (NMNF) with a total financial outlay of ₹2,481 crore. This mission aims to revive chemical-free, sustainable farming and will benefit one crore farmers. The goal is to promote nature-based farming systems, reduce reliance on externally purchased inputs, and improve soil health while reducing input costs. The mission will be implemented in 15,000 clusters across Gram Panchayats, providing farmers with simple certification and common branding for their natural produce.
Additionally, the Cabinet approved the One Nation One Subscription scheme, a Central Sector Scheme to provide nationwide access to scholarly research articles and journal publications. The scheme, with an allocation of ₹6,000 crore for 2025-2027, will initially cover higher educational institutions and research and development institutions under the Central or State government. A unified portal will be created for easy access, and the usage of the scheme will be periodically reviewed.

UN Seeks Increased Funding for Sudan’s 2025 Humanitarian Response Plan
The United Nations’ top humanitarian official, Tom Fletcher, pledged greater efforts to secure funding for Sudan’s 2025 Humanitarian Response Plan during his visit to Sudan. In a meeting with the head of Sudan’s Humanitarian Aid Commission, Mona Nourel Daim, Fletcher emphasized the importance of collaboration to address the country’s worsening humanitarian crisis.
Fletcher, on his first mission as the UN Under-Secretary-General for Humanitarian Affairs, stated that his visit was an opportunity to assess the situation on the ground. Nation Celebrates Constitution Day, Marking 75 Years of Adoption
India is observing Constitution Day today, marking the 75th anniversary of the adoption of the Constitution of India by the Constituent Assembly on 26th November 1949. The year-long celebrations will continue until 26th November 2025.
A grand event will be held at the Central Hall of Samvidhan Sadan in Delhi, where President Droupadi Murmu will address both Houses of Parliament, alongside Vice-President Jagdeep Dhankhar, Prime Minister Narendra Modi, and Lok Sabha Speaker Om Birla. The event will also be attended by Union Ministers, Members of Parliament, and other dignitaries.
To commemorate the occasion, a commemorative coin and stamp will be released, and books such as “Making of the Constitution of India: A Glimpse” and “Making of the Constitution of India and its Glorious Journey” will be launched. The Constitution will also be released in Sanskrit and Maithili, and a booklet on the Art of the Constitution of India will be unveiled.

National Consumer Helpline Partners with Over 1,000 Companies to Expedite Grievance Resolution
The National Consumer Helpline has successfully partnered with over 1,000 companies as part of its Convergence Programme to speed up the resolution of consumer grievances. These companies cover a wide range of sectors, including e-commerce, private education, FMCG, consumer durables, electronics, retail, automobiles, and banking.
According to the Consumer Affairs Ministry, complaints related to these convergence companies will now be directly transferred to them for online resolution. The Ministry also highlighted that the number of convergence partners has significantly increased from 263 companies in 2017 to 1,009 companies. This growth is seen as a key factor in improving the efficiency of the helpline, enabling quick and effective grievance redressal, and fostering transparency and accountability.

NSO Releases 24th Periodic Labour Force Survey: Unemployment Rate Declines in Urban Areas
The National Statistical Office (NSO), under the Ministry of Statistics and Programme Implementation (MoSPI), released the 24th Periodic Labour Force Survey (PLFS) Quarterly Bulletin for July to September 2024. Key findings include:
The Unemployment Rate (UR) in urban areas for persons aged 15 years and above decreased by 20 basis points (bps), from 6.6% in Q1 FY25 to 6.4% in Q2 FY25. This marks the lowest unemployment rate since the inception of the PLFS in April-June 2018.
The unemployment rate among females in urban areas saw a slight decline, from 8.6% in Q2 FY24 to 8.4% in Q2 FY25, although it remains above 8% for the 5th consecutive quarter. Meanwhile, the unemployment rate among males decreased from 6% in Q2 FY24 to 5.7% in Q2 FY25.
The Labour Force Participation Rate (LFPR) in CWS (Current Weekly Status) in urban areas reached a record-high of 50.4% in Q2 FY25, compared to 49.3% in Q2 FY24, indicating a positive trend in workforce participation.

The AM Green Kakinada Cluster, based in Andhra Pradesh (AP), has become part of the World Economic Forum’s (WEF)Transitioning Industrial Clusters Initiative. This initiative aims to drive economic growth, create jobs, and reduce carbon dioxide (CO2) emissions through collaboration between industries and public institutions.

The 55th International Film Festival of India (IFFI) recently hosted the Creative Minds of Tomorrow (CMOT) program, which has become a key platform for discovering and nurturing young filmmakers in India. RBI Highlights Rapid Progress in Internationalisation of UPI, India Leading Digital Transformation
The Reserve Bank of India (RBI) has stated that the internationalisation of UPI (Unified Payments Interface) is progressing rapidly as India emerges as a global leader in using digital technologies for transformative change.
In October, UPI reached a significant milestone of 16.6 billion transactions in just one month, with 86% successful instant debit reversals. NIPFP Lowers India’s GDP Growth Forecast for FY2024-25
On October 2024, the National Institute of Public Finance and Policy (NIPFP), a prominent economic think tank based in New Delhi, released its “FY2024-25: Mid Year Macroeconomic Review”. The report revised India’s GDP growth forecast for the financial year 2024-25 (FY25), lowering it to 6.9% – 7.1%, from the earlier forecast of 7.1% – 7.4% made in April.

1st Quarter Performance: The report noted that aggregate demand growth in the 1st quarter (Q1) of FY25 (April-June) had moderated to 6.6% Year-on-Year (Y-o-Y). This was attributed to a decline in government spending and net exports, despite strong growth in private consumption.
Inflation Projection: The average annual inflation for FY25 is projected to be 4.3%, slightly higher than the Monetary Policy Committee’s (MPC) target of 4%.

On October 23-29, 2024, the 31st edition of joint Singapore-India Maritime Bilateral Exercise (SIMBEX) 2024 conducted off the coast of Visakhapatnam, Andhra Pradesh. This annual event aimed at enhancing naval cooperation between the Indian Navy (IN) and the Republic of Singapore Navy (RSN).
The opening ceremony was conducted onboard Indian Naval Ship (INS) Shivalik.
The exercise is conducted in two phases – the Harbour Phase from 23 to 25 October at Visakhapatnam, Andhrapradesh and the Sea Phase from 28 to 29 October in the Bay of Bengal.

Indian Navy Launches ‘Abhay’ – 7th Vessel in ASW SWC Series
The Indian Navy launched ‘Abhay’, the 7th vessel in the Anti-Submarine Warfare Shallow Water Craft (ASW SWC) series, at L&T Kattupalli, Tamil Nadu. The Ministry of Defence (MOD) and Garden Reach Shipbuilders and Engineers (GRSE) had signed a contract in April 2019 for the construction of eight ASW SWC vessels.
