Haryana Becomes First State to Implement Dalit Sub-Quotas
Haryana Becomes First State to Implement Dalit Sub-Quotas

In a landmark decision, Haryana has become the first state in India to implement sub-quotas for the Dalit community by subclassifying Scheduled Castes (SCs). This move follows a Supreme Court ruling in August 2023 that empowered states to divide SCs and STs for preferential reservations. The initiative aims to address the underrepresentation of “Deprived Scheduled Castes” (DSC), which are more marginalized in employment compared to “Other Scheduled Castes” (OSC).

    Key Features:

    • Subdivision of SC Community: The SC community is divided into two groups:
      • DSC: Includes 36 castes, such as Balmikis and Dhanaks.
      • OSC: Includes castes like Chamars and Jatavs.
    • Reservation Quota: Each subgroup will receive 50% of the 20% SC quota for government jobs, promoting equitable distribution of benefits within the SC community.

    Historical Context:

    • In 2020, Haryana enacted legislation reserving 50% of the SC quota in higher education for deprived groups.
    • The recent decision is influenced by the Supreme Court’s August 2023 verdict, which overturned a previous ruling that prohibited subclassifications, recognizing the socio-economic diversity within SC/ST communities.

This initiative marks a significant step towards targeted support for the most disadvantaged groups within the Dalit community, ensuring more equitable access to opportunities in government employment.

Indian Railways Reduces Advance Reservation Period from 120 to 60 Days

The Indian Railways has announced a significant policy change, reducing the Advance Reservation Period (ARP) for long-distance train bookings from 120 days to 60 days, effective November 1, 2024. This change aims to enhance passenger convenience by minimizing fund blockage for advance ticket purchases, particularly during peak travel seasons like festivals.

Caste Survey Begins in Telangana, Third in India

Telangana has recently initiated a comprehensive household caste survey, making it the third Indian state to do so, following Andhra Pradesh and Bihar. This survey aims to promote equitable resource distribution among all communities, especially targeting marginalized groups.

    Key Objectives of the Survey

    • Resource Distribution: The primary purpose is to ensure targeted and equitable resource allocation, focusing on weaker sections such as Other Backward Classes (OBCs), Scheduled Castes (SCs), Scheduled Tribes (STs), and other marginalized communities.
    • Government Commitment: The caste survey was a crucial promise made by the ruling Congress party during the assembly election campaign.

    Implementation Details

    • Chief Secretary’s Orders: Telangana’s Chief Secretary, Santhi Kumari, has mandated a door-to-door survey to be completed within 60 days. The Planning Department will act as the nodal department for overseeing this process.
    • Socio-Economic Improvement: The survey aims to enhance access to socio-economic, educational, employment, and political opportunities for backward classes and marginalized sections.

    Sub-Classification of SCs

    • A separate order from the Telangana SC Development Department has established a six-member commission to study the sub-classification of SCs. This is aimed at ensuring equitable distribution of reservation benefits.

    Empirical Research Goals

    • The commission will conduct scientific studies to analyze socio-economic, political, and educational backwardness among SC sub-groups, focusing on improving their representation in public services and educational institutions.

    Precedents from Other States

    • Bihar’s Successful Caste Survey: Bihar recently completed the first successful caste survey in independent India, revealing that OBCs made up 63.13% of the population, SCs 19.65%, and STs 1.68%. This has set a precedent for other states like Telangana.
    • Andhra Pradesh’s Initiative: Earlier this year, Andhra Pradesh also launched a caste survey to create a comprehensive database of its population based on caste.

    Significance of the Caste Census

    1. Addressing Social Inequality: The survey is seen as a tool to address existing social inequalities within the state.
    2. Equitable Resource Distribution: It aims to ensure fair distribution of government resources among various communities.
    3. Monitoring Affirmative Action: The data will help evaluate the effectiveness of existing affirmative action policies.
    4. Comprehensive Societal Insights: The caste census aims to provide a detailed overview of Indian society’s composition.

    Definitions

    • Census: A systematic collection and analysis of demographic, economic, and social data across the country, conducted every ten years. Historical data on Scheduled Castes and Scheduled Tribes has been published, but comprehensive data on other castes has not been available since 1931.
    • Caste Census: The first socio-economic caste census in independent India was conducted in 2011, but the findings were never publicly disclosed.
    • Caste Survey: Since only the Union government can conduct a census, states like Bihar have undertaken socio-economic caste surveys to determine the social and economic status of different castes to guide policymaking.
