India’s Retail Inflation Drops to 5.22% in December

India’s retail inflation, measured by the Consumer Price Index (CPI), fell to 5.22% in December 2024, down from 5.48% in November, reaching its lowest point in four months. This decline is largely driven by a slowdown in food price increases, particularly in vegetables, cereals, and pulses.

Food Inflation: The Consumer Food Price Index (CFPI) recorded an 8.39% year-on-year increase in December, down from 9% in November.

    Significant decreases observed in:

    • Vegetables: Inflation reduced to 26.6% from 29%.
    • Pulses: Inflation at 3.8%.
    • Cereals: Inflation at 6.51%.

    Increases were noted in:

    • Meat: 5.3%.
    • Eggs: 6.85%.
    • Edible Oils: 14.6%.
    • Fruits: 8.5%.

    Core Inflation:

Excluding volatile food and fuel prices, core inflation moderated to 3.5% in December, reflecting reduced domestic demand pressures.

    Regional Variations:

    • Rural Inflation: Higher at 5.76%.
    • Urban Inflation: Lower at 4.58%.

    Implications for Monetary Policy:

The decline in inflation raises expectations that the Reserve Bank of India (RBI) may consider reducing interest rates in its upcoming February policy review.

    However, risks such as:

    • A depreciating rupee.
    • Global trade uncertainties.
    • may influence future inflation trends and the RBI’s decisions.

This moderation in inflation provides a positive outlook for consumers but requires cautious monitoring of external and domestic economic factors.

India’s Projected GDP Growth for FY 2024-25

The National Statistical Office (NSO) projects India’s real GDP growth for FY 2024-25 at 6.4%, a slowdown from the 8.2% growth recorded in FY 2023-24.

Comparison with RBI’s Forecast: This is below the Reserve Bank of India’s (RBI) forecast of 6.6% for the same period.

    Sector-wise Performance

    • Manufacturing & Services: The dip in GDP growth is attributed to weaker performance in the manufacturing and services sectors.
    • Agriculture and Allied Sectors: These sectors are expected to see a rebound, with a growth projection of 3.8%, compared to 1.4% in FY 2023-24.
    • Construction: The construction sector is projected to grow at a robust rate of 8.6%.
    • Financial, Real Estate, and Professional Services: These sectors are forecasted to grow by 7.3%.

    Gross Value Added (GVA)

    • Real GVA Growth: The real GVA for FY 2024-25 is expected to grow by 6.4%, down from 7.2% in FY 2023-24.
    • Nominal GVA Growth: Nominal GVA is projected to grow by 9.3%, slightly exceeding the 8.5% growth in FY 2023-24.

Budget Implications: The NSO’s first advance GDP estimates could influence key decisions in the upcoming Union Budget 2025-26, which will be presented by Finance Minister Nirmala Sitharaman on February 1, 2025.

Key Dates: The second advance GDP estimates for FY 2024-25, along with quarterly GDP estimates for Q3 2024-25 (October-December 2024), will be released on February 28, 2025.

    Sectoral Outlook

    • Agriculture: Expected to grow at 3.8% in FY 2024-25.
    • Construction: Expected to grow at 8.6%.
    • Financial, Real Estate, and Professional Services: Expected growth of 7.3%.
    • Manufacturing and Services: Weaker performance anticipated, contributing to the overall slowdown in growth.
Fiscal Deficit Target on Track Despite Revised GDP Growth

Despite a downward revision in India’s GDP growth forecast for the fiscal year 2024-25, the government’s fiscal deficit target of 4.9% of GDP remains attainable. The National Statistics Office (NSO) has projected a nominal GDP growth of 9.7% for FY25, slightly below the earlier estimate of 10.5%. This adjustment is expected to have a minimal impact on the fiscal deficit, as the government plans to reduce capital expenditure to offset the lower GDP growth.

    GDP Growth Revision

    Revised Nominal GDP Growth:

    • Adjusted to 9.7% for FY25, slightly below the earlier estimate of 10.5%.
    • This revision reflects a more cautious economic outlook but is not expected to significantly affect fiscal deficit management.

Capital Expenditure Reduction: The government plans to reduce capital expenditure by ₹1–1.5 trillion from the budgeted ₹11.1 trillion to offset the lower GDP growth, aiming to maintain fiscal discipline.

    Fiscal Deficit Target

    • Fiscal Deficit Target for FY25: ₹16.13 trillion (4.9% of GDP), which is achievable despite the GDP growth adjustment.
    • The fiscal deficit is expected to stay within the targeted range due to reduced capital expenditure and controlled revenue patterns.

Revenue Performance: As of November 2024, the central government utilized 52.5% of the fiscal deficit target (₹8.5 trillion), which is 6.6% lower than the same period in the previous year.

    Tax Revenue Trends

    • Net tax revenues: Reached 56% of the budgeted estimate for April–November FY25, slightly down from 62% in the same period last year.
    • Income-tax collections: Increased by 24% year-on-year.
    • Corporate tax collections: Decreased by 1% year-on-year.

This approach indicates that the government is proactively managing its fiscal position despite the revised growth forecast.

Title: Cripple and scuttle: On vacancies in Information Commissions

Nearly two decades after the passage of the Right to Information Act, it is quite apparent that governments, at least sections of it, are uncomfortable with the idea of transparency and empowerment associated with it. Amendments to dilute its efficacy and attempts to defeat it by delaying or denying information have been quite common for years. Another way to scuttle the law is to cripple the functioning of information commissions at the central and State levels. The issue has surfaced again, with the Supreme Court of India questioning the large number of vacancies in the central and some State Information Commissions. These commissions hear appeals from members of the public who have been denied access to information or have failed to elicit a response from designated information officers in various departments and institutions. A Division Bench has taken note of the fact that there are eight vacancies in the posts of Information Commissioners in the Central Information Commission (CIC), while 23,000 appeals are pending before it. In fact, some State-level Information Commissions are almost defunct for want of members to hear the public. Any court is bound to ask, as the Court has now done, how an institution can be of any use if it does not have persons to perform the required duties under the law.

The Court has sought to impart some urgency to the matter by directing the Department of Personnel and Training to spell out in two weeks the timelines for completing the selection process and notifying the appointments of the eight Information Commissioners in the CIC. It has also asked for details about the search committee and the list of applicants for the posts. Similarly, States that have initiated the appointment process but without any definite timeline have been asked to complete the process within a specified time. However, this may not be enough to bring about a revival in the fulfilment of the original purpose of the Act. Besides filling up vacancies, not all governments have complied with a Court verdict of 2019 that called for proactive efforts to fill up vacancies in time by advertising them early. The CIC’s post was stripped of its autonomy some years ago when the government removed the fixed five-year tenure and made it open-ended. Not much has been done to appoint candidates from various walks of life, as retired civil servants continue to be chosen, a point noted by the Bench in the latest hearing. It is inevitable that a large number of vacancies will result in a huge backlog and ultimately discourage the people from seeking information. It is difficult not to conclude that this is what those in power want.
