Himachal Pradesh Legislative Assembly introduces Zero Hour
For the first time, the Himachal Pradesh Legislative Assembly introduced Zero Hour in its legislative proceedings on 4 September 2024. The practice of zero hour in parliamentary democracy is an invention of the Indian Parliament. It was introduced during the Sixties in the Lok Sabha and the Rajya Sabha, and this practice is gradually being adopted by the state legislative assemblies in India.
The term Zero Hour is nowhere mentioned in the rules of the Parliament and the State Assembly. It is a convention, not a rule.
Zero Hour in Himachal Pradesh Legislative Assembly
- The speaker of the Himachal Pradesh legislative assembly, Kuldeep Singh Pathania, announced the introduction of Zero Hour in the state legislative assembly proceedings at the start of the assembly’s monsoon session on 3 September 2024.
- The zero hour will commence at 12:30 PM after the end of the Question Hour and will last half an hour.
- The question hour period in the state legislative assembly is from 11.30 A.m. to 12.30 Noon on almost all Himachal Pradesh legislative assembly working days.
- During the Zero hour, the member of the assembly can raise matters of urgent public importance,
- According to the Speaker, the members will get one minute or slightly more time to raise matters of public importance.
Why has it been introduced?
- In Parliament or the state legislative assembly, the first hour of each day’s proceedings is devoted to Question Hours, during which members ask questions of the government of the day.
- Many times, the opposition members attempt to raise matters of public importance related to their constituency at the start of the Question Hour, thus disrupting the Question Hour.
- Question Hour is considered to be one of the most important parts of the Legislative proceeding, as the members hold the government accountable for its actions by asking questions related to its performance.
- Thus, zero hours were introduced so that members could raise matters they consider important after the question hour without disrupting the question hours.
Features of Zero Hour in Indian Parliament
- Zero Hour refers to the time between the end of Question Hour and the beginning of the house’s regular listed business.
- The Question Hour is from 11 Am to 12 Noon in the Lok Sabha.
- In the Rajya Sabha, the Question Hour is from 12 Noon to 1 PM.
- Members can raise issues of urgent public importance with the permission of the Speaker in the Lok Sabha and the Chairman in the Rajya Sabha.
- However, it should be noted that there is no rule for a Zero Hour in Parliament’s proceedings. Zero Hour is a convention followed in India, and the Speaker or the Chairman can adjourn the House just after Question Hour. In such a case, no zero hour will take place.
- The duration of the Zero hour is not fixed in Parliament. It could be less than one hour or more than an hour. Its duration depends upon the number of matters raised or on the Speaker or the Chairman of the House.

- The current Himachal Pradesh legislative assembly is the 14th legislative assembly. It was constituted in December 2022.

About Bioenergy
- Bioenergy refers to biomass, which comes from organic materials like plants and animal waste and is blended with fossil fuels for use in transportation, generating electricity, etc.
- In India, the government has launched E-20 fuel, which is a bioenergy.
- E20 refers to the mixing of 20 per cent ethanol derived from agricultural by-products or waste with petrol. The ethanol is mainly derived from sugarcane molasses, maize, or broken rice.
The Government of India has set a target of 20 per cent ethanol blending with petrol by 2025.
- Two second-generation (2G) refineries in India have been established in Panipat, Haryana and Numaligarh, Assam, to convert agricultural residues like Parali and bamboo into ethanol.

- The government is promoting bioenergy in the country because it will boost farmers’ incomes, reduce crude oil imports, save foreign exchange, and promote a circular economy.
Central Government notifies 23rd Law Commission for a term of 3 years
- The President of India, Draupadi Murmu, approved the constitution of the 23rd Law Commission of India on September 2, 2024.
- The Union Ministry of Law and Justice issued the notification.
- The tenure of the 23rd Law Commission is from September 1, 2024, to August 31, 2027.
- The previous 22nd Law Commission’s term ended on August 31, 2024.
Nature and Composition:
- The Law Commission is an executive body, not mentioned in the Indian Constitution and not established by a parliamentary law. It is created by an executive order of the President of India.
- The 23rd Law Commission will consist of:
- Chairman: Serving Judge of the Supreme Court or High Court.
- Four Full-time Members (including Member-Secretary).
- Ex officio Members: Secretary, Department of Legal Affairs and Secretary, Legislative Department.
- Part-time Members: Up to five.
Functions and Terms of Reference:
- The Law Commission reviews the legal system and suggests reforms to make it more justice-oriented.
- Key references for the 23rd Law Commission include:
- Identifying obsolete laws.
- Developing Standard Operating Procedures (SoP) for periodic reviews.
- Suggesting amendments for laws to meet current economic needs.
- Proposing measures for quick grievance redressal.
- Reviewing laws affecting the poor and conducting post-enactment audits of socio-economic legislation.

- The first Law Commission was established in 1834 during British rule with Lord Thomas Babington Macaulay as Chairman.

UN Releases $100 Million from CERF for Humanitarian Emergencies
On August, 2024, the United Nations (UN) released $100 million from the Central Emergency Response Fund (CERF) to address critical underfunding in humanitarian emergencies across 10 countries in Africa, the Americas, Asia, and the Middle East.
- This is the second allocation for underfunded emergencies by CERF in 2024, with a previous allocation of $100 million in February for 7 countries.

- Myanmar: $12 million
- Mali: $11 million
- Burkina Faso: $10 million
- Haiti: $9 million

- A portion of the allocation will promote climate-smart humanitarian action, supported by CERF’s Climate Action Account.

Nepal’s MCA Signs $12.36 Million Contract with India’s TLL
