    Indian Export touch a historic high of USD 778.21 billion in 2023-24

    According to the Union Ministry of Commerce, Indian exports (merchandise and service ) in 2023-24 touched a historic high of USD 778.21 billion. The total exports from India in 2022-23 was USD 776.3 billion. 

    In 2013-14, the total export from India was USD 466.22 billion and it will grow by 67 % to   USD 778.21 billion in 2023-24.

    Break up of the Export in 2023-24 

    The export is divided into merchandise goods(tangible) and services (intangible).

    The total merchandise export from India in 2023-24 was USD 437.10 billion. In 2013-14 it was USD 314 billion

    The service sector export in 2023-24 was  USD 341.11 billion.  In 2013-14 it was USD 152 billion. The increase in exports has been driven by strong performance in information technology,  financial, and business services.

    Merchandise Export Destination in 2023-24 

    In 2023-24, the major export destination for Indian merchandise goods was the United States of America with a share of 17.90 in total Indian exports.

    The other major export destinations for merchandise goods in the descending orders are the United Arab Emirates (8.23%), Netherlands (5.16%), China (3.85%), Singapore (3.33%), UK (3.00%), Saudi Arabia (2.67%), Bangladesh (2.55%), Germany (2.27%), and Italy (2.02%).

    Mobile Phone Exports:

    • The Mobile phone exports in 2023-24 was USD 15.6 billion as compared to USD 0.2 billion in 2014-15. 
    • Due to the success of the PLI (Production Linked Incentive) scheme the domestic production of mobile phones grew from 5.8 crore units in 2014-15 to 33 crore units in 2023-24.
    • Mobile Phone is the fourth-largest export commodity from India in 2023-24.
    • The United States of America is the largest buyer of mobile phones followed by the UAE and the Netherlands. 

    Pharmaceutical Exports:

    • The export of Pharmaceuticals during 2023-24 was USD 27.85 billion as compared to USD 15.07 billion in 2013-14.
    • India is the 3rd largest producer of drug and pharmaceutical products by volume.
    • The top five destinations for pharmaceutical exports in 2023-24 were – the United States of America, Belgium, South Africa, the United Kingdom, and Brazil.

    Engineering Goods : 

    • The export of Engineering goods grew from  USD 62.26 billion in 2013-14 to USD 109.32 billion in 2023-24.
    • The top five major export markets were the United States of America, the UAE, Germany, Italy, and Singapore.

    Agricultural Exports:

    • Agricultural exports from India increased from USD 22.70 billion in 2013-14 to USD 48.15 billion in 2023-24.

    Foreign Trade Policy 2023

    • The Union Ministry of Commerce implemented the Foreign Trade Policy on 1 April 2023. 
    • The Foreign Trade Policy has set sector-specific targets to achieve the goal of USD two trillion in exports by 2030. 
    • It aims at USD one trillion-dollar merchandise exports and one trillion-dollar services exports by 2030.

    Nearly two decades after the passage of the Right to Information Act, it is quite apparent that governments, at least sections of it, are uncomfortable with the idea of transparency and empowerment associated with it. Amendments to dilute its efficacy and attempts to defeat it by delaying or denying information have been quite common for years. Another way to scuttle the law is to cripple the functioning of information commissions at the central and State levels. The issue has surfaced again, with the Supreme Court of India questioning the large number of vacancies in the central and some State Information Commissions. These commissions hear appeals from members of the public who have been denied access to information or have failed to elicit a response from designated information officers in various departments and institutions. A Division Bench has taken note of the fact that there are eight vacancies in the posts of Information Commissioners in the Central Information Commission (CIC), while 23,000 appeals are pending before it. In fact, some State-level Information Commissions are almost defunct for want of members to hear the public. Any court is bound to ask, as the Court has now done, how an institution can be of any use if it does not have persons to perform the required duties under the law.

    The Court has sought to impart some urgency to the matter by directing the Department of Personnel and Training to spell out in two weeks the timelines for completing the selection process and notifying the appointments of the eight Information Commissioners in the CIC. It has also asked for details about the search committee and the list of applicants for the posts. Similarly, States that have initiated the appointment process but without any definite timeline have been asked to complete the process within a specified time. However, this may not be enough to bring about a revival in the fulfilment of the original purpose of the Act.     Title: ​ Allow for deliberation: On the legitimate demands of Ladakh

    When decisions are taken for constituents in a province without their explicit consent or their deliberation, there could be a blowback even if the constituents initially welcomed the changes with hope. Such is the case with the abrogation of Jammu and Kashmir’s special status and its bifurcation into two Union Territories (UT), which includes the erstwhile constituent of Ladakh. While the discontent in the Kashmir Valley with both decisions is well documented, a Lokniti survey points to four-tenths of Jammu residents opposing the abrogation of special status and a larger majority seeking restoration of statehood. When Ladakh was hived off into a UT from the then unified State, the government justified this as reflecting a demand from residents of Ladakh — Leh in particular — who were concerned about the predominance of the Kashmir Valley and Jammu in its erstwhile legislature. Yet, five years on, the protests in Ladakh with the demand for statehood or the province’s inclusion in the Sixth Schedule of the Constitution — which has provisions regarding administration of tribal areas in some North-Eastern States — confirm the unpopularity of the decisions made by the Bharatiya Janata Party-led government. While Ladakh is host to two Autonomous Hill Councils in Leh and Kargil, the absence of an empowered legislature in the UT, which has meant little say for local governance in comparison to a larger writ for New Delhi, has given rise to these protests.     At a meeting in Thiruvananthapuram last week, the Finance Ministers of five-Opposition-ruled States demanded a raise in the divisible pool of taxes from 41% — the Fifteenth Finance Commission’s recommendation — to a 50% apportionment, and a cap on the amount the Centre can collect as cesses and surcharges that usually appear as top-ups on invoices meant to fund specific central government projects and beyond the ambit of the devolution mechanism. The Karnataka Chief Minister Siddaramaiah has also reignited the debate by announcing his interest in convening a meeting of Chief Ministers of Opposition and BJP-ruled States to discuss the growing infringement on States’ autonomy to collect taxes since the introduction of the GST framework and the penalising of States with better economic indices. The meeting assumes significance in the backdrop of the paltry sums allocated in the 2024-25 Union Budget for marquee plans such as Bengaluru’s Suburban Rail Project, or the non-allocation of central funds for Kerala’s Vizhinjam Port and the second phase of the Chennai Metro Rail project. The meeting must also be viewed in the backdrop of natural disasters striking various States across India such as the flooding in Tamil Nadu’s southern delta regions last December, the recent heavy rains in western Gujarat, and the devastating landslide at Wayanad, Kerala. The Sixteenth Finance Commission’s recommendations on tax devolution are expected by October 2025.

    While the difference in the State Gross Domestic Product between States is rightly given the highest weightage of 45% by the Fifteenth Finance Commission in determining tax devolution as a measure to provide for the development of India’s poorer regions, this has led to considerably reduced devolutions to top tax revenue contributing States such as Gujarat, Karnataka, Maharashtra and Tamil Nadu. As industrial and economic powerhouses, these States require tailor-made capital and social expenditures that could address particular developmental, climate and industrial needs of their varied regions. Apart from the restrictions on States by the GST framework on tax collections, low devolution has also meant that the governments of high-performing States are finding their hands tied at a crucial juncture in their economic and social trajectories. Moreover, neither the GST nor the Finance Commission have addressed contingency expenses, which are now relevant more than ever, to mitigate extreme weather events. In a large and complex country such as India, with vastly divergent social and economic indicators and an equally diverse spread of natural resources and vulnerabilities, it is time for an urgent intervention to amend the tax devolution frameworks that will lead to greater autonomy to the States. This would allow for a truly federal and a participatory governance model.

    Title: Time to talk: On Tamil Nadu, Kerala and the Mullaperiyar dam row

    Tamil Nadu’s latest application in the Supreme Court of India on the Mullaperiyar dam row shows that even 10 years after the Court’s decisive judgment allowing water to be stored till 142 ft. from the previously reduced 136 ft., several issues with Kerala still remain unresolved. In a rejoinder to Kerala’s reply in a case filed by an activist, Tamil Nadu, the beneficiary-owner State, has accused Kerala, where the dam is located, of “crying foul” about the safety of the 129-year-old structure, while at the same time “wilfully obstructing” work essential for its maintenance. Despite the constitution of three panels, i.e., a Supervisory Committee (which was reconstituted by having a technical member from each State in June 2022) and two sub-committees (one of which is under the National Executive Committee of the National Disaster Management Authority) to ensure a high level of preparedness to face any disaster related to the dam, no one is any closer to finding a solution to the pending issues. Tamil Nadu’s grievance is that the reconstituted Supervisory Committee, despite having powers under the Dam Safety Act, 2021, had “miserably failed” to ensure that Kerala and its instrumentalities permit and facilitate dam strengthening and other related works. Tamil Nadu has also been pressing for the early completion of a comprehensive dam safety evaluation within five years, by December 30, 2026, as stipulated under the 2021 law.

    But despite unresolved issues, judicial intervention has seen the adoption of rule curve, a tool in decision-making for smooth operation of the dam’s shutters, especially during floods, and the gate operation schedule, notwithstanding Kerala’s reservations. Apart from the dam-related issues, the proposal of a mega car parking project of the Kerala government is a matter of litigation. The conclusion of the Survey of India that the project site is outside the leased area has been disputed by Tamil Nadu. As for Kerala, dam safety has been its primary concern and it wants to proceed cautiously. It is time that the two State governments, which enjoy good relations, resumed bilateral negotiations to find a solution to pending problems while retaining their liberty to adopt legal recourse. Courts take their own time to arrive at their conclusion, even though Tamil Nadu has a more favourable track record with the Supreme Court than the other State on Mullaperiyar, going by the 2006 and 2014 judgments. As water and dam safety can be used by some elements to arouse emotions, the political leadership in both States should be proactive in thrashing out the differences. The proposed talks, even in the event of not leading to any major breakthrough, may at least provide both States an opportunity to appreciate each other’s position better and leave no room for vested interests to vitiate the atmosphere.
