Kerala Assembly again passes a resolution to rename state as Keralam

  • The Kerala legislative assembly has unanimously passed a resolution on 24 June 2024 to rename the state to Keralam. The resolution, moved by Kerala’s chief minister Pinarayi Vijayan, requested the government of India change the state’s name in the constitution.
  • A similar resolution was passed by the Kerala Legislative Assembly in August 2023.

Formation of Kerala State (1 November 1956)

  • Enactment: Kerala came into existence under the State Reorganisation Act 1956.
  • Territorial Changes: Malabar district and Kasaragod taluk merged into Travancore-Cochin State; Tamil-speaking areas merged into Madras State.

How the Name of a State is Changed in India

  • Constitutional Authority: Parliament has sole power to change state names under Article 3.
  • Legislative Process: Ordinary bill introduced with President’s recommendation, state legislature opinion sought, simple majority in Parliament, presidential assent, and name change on specified date.

State Name Changes

  • Madhya Bharat to Madhya Pradesh: Merged from princely states, renamed on 1 November 1956.
  • Madras State to Tamil Nadu: Renamed on 14 January 1969.
  • Uttaranchal to Uttarakhand: Created on 9 December 2000, renamed on 1 January 2007.
  • Orissa to Odisha: Renamed on 1 November 2011, language also changed to Odia by 96th Constitutional Amendment Act 2011.

Union Territory of Ladakh achieves full functional Literacy ULLAS

  • According to the Union Ministry of Education, the Union Territory of Ladakh has achieved full functional literacy under the ULLAS-Nav Bharat Saaksharta Karyakram. According to the Union Education Ministry, Ladakh has achieved more than 97 percent literacy. This information was given by the Lieutenant Governor of LadakhDr B.D Mishra on 25 June 2024 at a function in Sindhu Sanskritik Kendra (SSK), Leh.
  • According to the Education Ministry, more than 77 lakh people have benefitted from the scheme across the country till date. More than 1.29 crore learners and 35 lakh volunteer teachers are enrolled on the ULLAS Mobile App
  • Speaking on the occasion, Sanjay Kumar, Secretary, Department of School Education & Literacy, Ministry of Education, Government of India, said that the Ministry of Education will extend all possible support to improve the school education system of Ladakh.

ULLAS-Nav Bharat Saaksharta Karyakram

The ULLAS (Understanding of Lifelong Learning for All in Society) Nav Bharat Saaksharta Karyakram is a centrally sponsored scheme being implemented from 2022-23 to 2026-27.

The scheme seeks to cover all aspects of Adult Education to align with the National Education Policy(NEP) 2020. The NEP 2020 has recommendations for Adult Education and Lifelong Learning.

Outlay for the Scheme 

The total outlay for the scheme is Rs.1037.90 crore for 2022-23 to 2026-27 duration. The government of India’s share is Rs.700 crore, and the state’s share is  Rs.337.90 crore.   

Aim and Target of the Scheme 

  • Non-literates of 15 years and above in all States/UTs in the country will be covered under the scheme.
  • The target for Foundational Literacy and Numeracy is five crore learners or one crore learners per year. 
  • The whole scheme is being implemented through online mode and the teachers will be volunteers. 
  • The volunteer teachers will conduct the class in online mode through the ULLAS app.

About Union Territory of Ladakh 

The Union Territory of Ladakh came into existence on 31 October 2019 with the enactment of the Jammu and Kashmir Reorganisation Act 2019. 

The Act split the state of Jammu and Kashmir into the Union Territory of Jammu and Kashmir and the Union Territory of Ladakh.

CAQM Sets Higher Target Of 4.5 Crore Plantations For NCR In FY 2024-25

  • The Commission for Air Quality Management in NCR and  Adjoining Areas (CAQM) has set higher target of 4.5 crore plantations for the entire National Capital Region, NCR during financial year  2024-25 by various bodies concerned in the NCR State Governments.
  • Last year, a target of new plantations of about 3.85 crores had been set in the entire NCR out of which nearly 3.6 crores plantations were successfully carried out during the year.
  • Ministry of Environment, Forest and Climate Change in a statement said that the Commission has been according due emphasis on large-scale greening and Bio-Barricading along the boundaries for educational institutions, research based organizations, and other commercial and industrial units.
  • The Commission has advised all the road owning agencies in NCR to target complete greening of the central verges and medians of major trunk roads, road sides and open areas along the right of ways.

Paraguay Becomes 100th Full Member Of The International Solar Alliance

Paraguay has become the 100th country to join as full member of the International Solar Alliance. External Affairs Ministry said that Paraguay handed over the Instrument of Ratification, during the meeting of Ambassador Fleming Raul Duarte of Paraguay with Head of Depository, Joint Secretary in the Ministry, Abhishek Singh in New Delhi today.

The International Solar Alliance (ISA) is an initiative that aims to promote solar energy on a global scale. Here are some key points about the International Solar Alliance (ISA):

  • Formation: The ISA was launched on 30 November 2015 at the United Nations Climate Change Conference (COP21) in Paris, France.
  • Objective: Its primary objective is to address common challenges related to solar energy through international cooperation.
  • Membership: It is a treaty-based intergovernmental organization with headquarters in Gurugram, India. As of now, it has 91 member countries.
  • Focus Areas: ISA focuses on areas such as solar energy deployment, solar finance, technology transfer, and capacity building.
  • Programs and Initiatives: ISA promotes initiatives like scaling up solar applications for agriculture, affordable finance at scale, and solar mini-grids for energy access.
  • Leadership: The ISA is jointly led by India and a country from the geographical region where the sun shines directly overhead (the “Tropic of Cancer” and the “Tropic of Capricorn”).
  • International Cooperation: It collaborates with various international organizations, governments, and private sector entities to promote solar energy globally.
  • Achievements: ISA has organized numerous events, including the International Solar Alliance Forum and the World Solar Technology Summit, to facilitate collaboration and innovation in solar energy.

Outgoing Dutch Prime Minister Mark Rutte To Be The Next Secretary General Of NATO

  • Mark Rutte appointed as NATO Secretary General, starting from 1st October. Support and Withdrawal: Secured support from all 32 NATO member countries after Romanian President’s withdrawal from the race.

Background: Mark Rutte, aged 57, serving as Dutch Prime Minister for 14 years, will be the fourth Dutchman to lead NATO, a founding member.

Role: Responsible for coordinating NATO, a crucial role alongside the NATO Military Committee chair and Supreme Allied Commander Europe.

  • Foundation: Established in 1949 in Washington, D.C., NATO is an intergovernmental military alliance initially formed by 12 countries to ensure collective defense and promote stability in the North Atlantic region.

Partnership between INSILLION, Royal Sundaram General Insurance, and IRCTC

  • INSILLION Enables Royal Sundaram General Insurance to Integrate with IRCTC to Transform Travel Insurance Delivery
  • INSILLION, a New York, United States of America (USA)-based leading Insurtech Software as a Service (SaaS) platform, has partnered with Royal Sundaram General Insurance Co. Ltd (RSGI), and the Indian Railway Catering and Tourism Corporation (IRCTC), to revolutionise travel insurance delivery.

Purpose: INSILLION enables RSGI to integrate with the IRCTC, to offer embedded Group Personal Accident (GPA) insurance policies alongside e-ticket purchases via INSILLION’S Application Programming Interface (API) platform.

About the Partnership:

  • RSGI partnered with INSILLION to rapidly launch an embedded insurance offering using INSILLION’s API platform and cloud architecture.
  • The integration was implemented using Amazon Web Services (AWS) Cloud to optimise for high availability.
  • This partnership focussed on implementing a scalable solution with minimal investment.

Note: Chennai (Tamil Nadu) based RSGI (formerly known as Royal Sundaram Alliance Insurance Company Limited) is a prominent Property & Casualty insurer based in India.

Intelligence Bureau Chief Tapan Kumar Deka gets 1 year extension

  • The Appointment Committee of the Cabinet chaired by the Prime Minister Narendra Modi has approved an extension of one year service to the incumbent Intelligence Bureau Director General Tapan Kumar Deka.
  • According to the Department of Personnel and Training, Tapan Kumar Deka will continue in office till 30 June 2025.
  • Tapan Kumar Deka was appointed as the Director General of the Intelligence Bureau in 2022 for a term of two years after the retirement of Arvind Kumar. Tapan Kumar Deka’s term as the Director General of the Intelligence Bureau was to end on 30 June 2024.

J.P. Nadda Appointed as Leader of The House in Rajya Sabha

Bharatiya Janata Party (BJP) president and Union Minister Jagat Prakash Nadda has been named Leader of the House in the Rajya Sabha. Mr. Nadda replaces Union Minister Piyush Goyal, who recently won the Lok Sabha election and took oath on June 24, as a member of the Lower House of Parliament.

The Leader of the House in Rajya Sabha is the leader and parliamentary chairperson of the majority party in the Rajya Sabha and is normally either a cabinet minister or another nominated minister. The Leader of the House is responsible for organising government meetings and business in the House. This office is not enshrined in the constitution and provided under the Rules of Rajya Sabha.

  • Congress president Mallikarjun Kharge is the Leader of the Opposition in the Rajya Sabha.
  • Besides Mr. Nadda, 11 other members of the Upper House of Parliament are in the Union Council of Ministers.

DRDO Hands Over Medium Range-Microwave Obscurant Chaff Rocket To Indian Navy

  • Defence Research and Development Organisation, DRDO handed over the Medium Range-Microwave Obscurant Chaff Rocket (MR-MOCR) to the Indian Navy at a ceremony held in New Delhi yesterday.
  • Microwave Obscurant Chaff is a niche technology developed by DRDO’s Defence Laboratory in Jodhpur. It obscures radar signals and creates a microwave shield around platforms and assets, and reduced radar detection.
  • Special type of fibres have been assembled in the medium range chaff rocket. The rocket forms microwave obscurant cloud in space when fired, spreading over a sufficient area.

Indian Swimmers Dhinidhi Desinghu & Srihari Nataraj Qualify For 2024 Paris Olympics Through Universality Quota

In swimming, young Indian talent Dhinidhi Desinghu and seasoned campaigner Srihari Nataraj have qualified for the 2024 Paris Olympics through the Universality quota, as announced by the Swimming Federation of India.

  • In February, 14-year-old Dhinidhi set a record-breaking swim, clocking the ‘Best Indian Time’ in the girls’ 100m freestyle event and finishing fourth at the 11th Asian Group Aquatics Championships in the Philippines.
  • Her performance surpassed that of Olympian Maana Patel and 21-year-old Shivangi Sarma at the event. Dhinidhi, also a national record holder in women’s 200m freestyle, has been in exceptional form in 2024, winning two gold and two silver medals across events in Singapore, India, and Malaysia.
  • Meanwhile, ace swimmer Srihari Nataraj, the national record holder in 200m freestyle, secured a gold medal in the men’s 100m backstroke at the same event, further boosting his chances of qualifying through the Universality Place.

Smriti Mandhana, The First Indian Woman Cricketer To Score Consecutive Centuries in ODIs

Smriti Mandhana became the first Indian woman to record two consecutive ODI hundreds during the second ODI against South Africa at the M Chinnaswamy Stadium in Bengaluru on June 19. She scripted history on June 23, after she registered the record for the most runs by an Indian woman in a bilateral One-Day International series.

ISRO completes its RLV technology demonstrations through LEX trio

  • On June 2024, the Indian Space Research Organisation (ISRO) conducted the “Pushpak”- Reusable Launch Vehicle Autonomous Landing Experiment (RLV-LEX-03) at the Aeronautical Test Range (ATR) in Chitradurga, Karnataka.
  • This landing is the 3rd and last of the series of experiments conducted by ISRO, following the success of RLV LEX-01 and LEX-02 mission conducted in 2023 and in March 2024.

About the RLV-LEX-03 Mission:

  • It executed an accurate horizontal landing and demonstrated advanced autonomous capabilities under challenging conditions such as: the deviation was 500 meters (m) as compared to 150 m for LEX-02 mission.
  • The mission reused the winged body and flight systems such as without modification, from the LEX-02 mission, which showcased the robustness of ISRO’s capability of design reuse flight systems for various missions.
  • Pushpak (RLV- Technology Demonstrator (TD)), the winged vehicle was lifted and released by an Indian Air Force (IAF) Chinook Helicopter at a 4.5 kilometer (km) altitude.
  • After the release, Pushpa autonomously undertook manoeuvres to correct course and executed precise landing.

About Pushpak: Pushpak RLV has been designed as an all-rocket and fully reusable single-stage-to-orbit (SSTO) vehicle. It uses multisensor fusion including sensors, like: Inertial sensor, Radar altimeter, Flush air data system, Pseudolite system and Navigation with Indian Constellation (NavIC).

Mission Accomplishment: The mission was led by Vikram Sarabhai Space Centre (VSSC) in Thiruvanathapuram, Kerala in collaboration with various ISRO centres such as: Space Applications Centre (SAC), ISRO Telemetry, Tracking and Command Network (ISTRAC), among others.

Passing of Frank Duckworth: Co-inventor of DLS Method

  • Frank Duckworth, Co-inventor of DLS Method, Passed Away
  • Frank Carter Duckworth, an English statistician and co-inventor of the Duckworth-Lewis- Stern (DLS) method, passed away at the age of 84. He was born on 26th December 1939 in Lancashire, United Kingdom (UK).
  • He was elected a fellow of the Royal Statistical Society (RSS) in 1974 and was awarded the Chambers Medal for outstanding services to the Society by the RSS in 2004.

DLS Method:

  • DLS Method, invented by Frank Duckworth and Tony Lewis, is a mathematical calculation to calculate target scores when the rain interrupts the match.
  • It was first used in a match between Zimbabwe and England in January 1997 and was formally adopted by the International Cricket Council (ICC) in 1999.
  • Duckworth-Lewis method was renamed as the Duckworth-Lewis-Stern (DLS) method in 2014 after Australian statistician Steven Stern made some modifications.

Note: Duckworth and Lewis were awarded MBES (Member of the Order of the British Empire) in June 2010.
